Why set up a metropolitan cluster? From the legislator's idea to practice in the territories: a look at an inter-territorial tool

In 2010, the law on the reform of local and regional authorities was promulgated, with the aim of reducing the "territorial mille-feuille". However, it also created a new type of grouping: the metropolitan cluster. What needs does it meet? How is it used in the regions?
This approach, combining legal analysis and practical experience, will enable us to grasp the advantages of a form of local government that is little-known today.
